New incentives for companies and territories affected by the 2025 rural fires

Apoios financeiros

05.11.2025

Turismo de Portugal is making available two new lines of support aimed at relaunching the activity of tourism companies, as well as support for projects that contribute to the recovery and regeneration of public infrastructure and equipment with a tourist vocation in the territories affected by the fires that occurred in July and August 2025, and which are identified in Annex I of Council of Ministers Resolution no. 126-A/2025 of 28 August.

These lines were created under Decree-Law 98-A/2025 of 24 August, which establishes measures to support and mitigate the impact of rural fires, with the aim of responding effectively to the shortcomings caused by these phenomena and quickly relaunching the economy of these territories.

The Regenerating Territories - Rural Fires 2025 support line aims to support projects that contribute to the recovery and regeneration of public infrastructures and tourist facilities affected by the rural fires this year.

The beneficiaries of this line are public entities, including those in whose management the central, regional or local government has a dominant position, as well as non-profit organisations.
The support translates into a non-refundable incentive with funding applicable to eligible investment, up to a limit of €400,000.00 per project.

The 2025 Rural Fires Cash Flow Support Line is intended to finance the cash flow or working capital needs associated with relaunching the activity of companies affected by the 2025 rural fires. Cash flow needs include those which, as a result of the damage caused directly or indirectly by the fires, imply a temporary need to increase working capital.

Beneficiaries are micro, small and medium-sized enterprises that hold up-to-date SME certification, as provided for in Decree-Law no. 372/2007 of 6 November, and which are included in the economic activities described in Annex II of the information sheet.

The financial support is repayable, without any associated interest, up to 25 per cent of 2024 turnover, with an absolute maximum limit of €300,000.00 per company.

Applications for these lines of support are formalised with Turismo de Portugal via the SGPI Platform.
