Approval of the Council conclusions on a European Agenda for Tourism 2030

European Union

05.12.2022

Approved on 1 December 2022 at the Council of Ministers responsible for Competitiveness and Growth, the document entitled Council Conclusions on a European Agenda for Tourism 2030 highlights the impact of recent crises on tourism and invites Member States, the Commission and stakeholders, in a process of co-creation, and with respect for the principle of subsidiarity, to take measures together to strengthen the tourism sector.

This document is the first EU tourism strategy with a long-term vision after decades of trying to make it a reality.

Attached to the conclusions is a Multiannual Work Plan associated with the European Agenda for Tourism 2030, the purpose of which is to define objectives, actions, targets and outputs to be achieved, in five major priority areas:

_ Enable and facilitate the structuring of policies and governance;
_ Ecological transition;
_ Digital transition;
_ Resilience and inclusion;

_ Skills and transition support.

It should be noted that these conclusions, now approved, are the result of the work and effort that Portugal continued during the Portuguese Presidency of the Council of the European Union (PPUE21) in the first half of 2021, and throughout 2022, with the aim of enhancing tourism in Europe and solidifying its role as a driving force for recovery and economic growth in the Union.

In the "Council conclusions on 'Tourism in Europe for the next decade: sustainable, resilient, digital, global and social" under the aegis of PPUE21 of 27 May 2021, which take a step forward towards building a common policy and approach in Europe in the tourism sector, its text established that Member States and the Commission should work together to create a European Agenda for Tourism 2030 - now approved - to support the green and digital transitions of the tourism ecosystem, and to strengthen its competitiveness.

It is now up to the European Commission, the Member States (national, regional and local authorities), destinations, associations, companies in general and citizens, to develop and implement in concrete terms the referred roadmap, as well as the monitoring process of its application in the EU area.
