Portugal is strengthening its position as a premier destination for tourism investment

​​​​​​​Turismo de Portugal is attending the IHIF – International Hospitality Investment Forum 2026 in Berlin to reinforce the country’s position as one of Europe’s most attractive, resilient and innovative destinations for tourism investment. At a time when the sector is seeking to attract segments and markets with higher added value, Portugal is presenting itself with a clear focus on improving the quality of its offering, geographical diversification and reducing seasonality.

Portugal thus establishes itself as a secure, innovative investment ecosystem that is deeply committed to sustainability. Participation in the IHIF represents a strategic opportunity to attract international investment directed towards projects that enhance the value of the entire country, promote balanced development and are aligned with the sector’s current challenges. 

A growing, high-performing market
The Portuguese tourism sector is currently experiencing a historic moment. In 2025, tourism revenue reached a record €29.1 billion, driven by 32.5 million visitors and 82.1 million overnight stays. Tourism accounts for around 12% of national GDP and 48.6% of the country’s service exports, with Portugal ranking 5th among European markets in terms of hotel investment volume.

Strategy for territorial diversification and enhancement
Portugal is also strengthening its position through a strategy of territorial diversification and enhancing the tourism offering in regions with lower population density. Key initiatives include the ‘Growing with Tourism’ programme, with €30 million to support projects in high-potential areas and reduce seasonality, and the REVIVE programme, which promotes the restoration of historical heritage for tourism purposes, boosting local economies.

Stability and the future
With modern infrastructure, political and social stability, and a pipeline of hotel development, Portugal is establishing itself as a safe destination for international investment, offering a combination of economic returns and environmental and social responsibility.
