Bilateral and Multilateral Cooperation

International relations

20.04.2026

Turismo de Portugal, is highly active in international cooperation, representing the interests of Tourism both bilaterally and multilaterally and representing Portugal in the sector's international organisations.

As part of its bilateral relations, Portugal has already signed a wide range of legal instruments, including cooperation agreements, protocols and memorandums of understanding, which form the legal basis for cooperation in the field of Tourism.

These instruments facilitate the implementation of cooperation initiatives in specific areas, notably in the fields of promotion, strategy, training, sustainability, innovation, investment, gaming, the enhancement of the tourism offering, and institutional cooperation.

In this context, Turismo de Portugal participates in Summits, Joint Committees and High-Level Meetings held within the framework of the Portuguese State’s external agenda, in coordination with the Ministry of Economy and Territorial Cohesion and the Ministry of Foreign Affairs.

In recent years, particular note should be taken of the development of bilateral cooperation in the field of tourism with the CPLP countries, namely São Tomé and Príncipe and Cape Verde, as well as with Spain, Colombia and Uruguay.
